ONLY AFFECTS BENEFICIARIES WHO EARN LESS THAN 1200 EUROS IN AID
According to current regulations, a small farmer must participate annually in its corresponding scheme to be able to collect the aid, and in case of not doing it during two consecutive campaigns, the rights would be withdrawn.
It is considered that one participates in the small farmer scheme if the CAP is carried out and a number of eligible hectares are determined in the field, at least equal to the number of basic payment entitlements allocated in 2015.
Until 2017 there was a tolerance in this last requirement: if the difference between the rights assigned in 2015 and the total area determined in the campaign was equal to or less than 0,1 hectare and this difference was less than or equal to 20%, the determined area was considered equal to the rights assigned in 2015, thus complying with the required requirement.
This tolerance was incorporated by the FEGA (Spanish Agrarian Guarantee Fund) as a result of a particular interpretation of the regulation, but the European Commission has already warned that it will no longer allow any kind of tolerance. In 2016 Y 2017 It will be the Ministry of Agriculture that bears the fine imposed for this error. But for 2018 tolerance disappears definitively in the regime of small farmers. So, to be able to participate in it, the beneficiaries are obliged to have a determined area at least equal to the rights assigned in 2015.
