THE 42% OF APPLICANTS FOR PAC AID ARE INCLUDED IN THIS REGIME
According to the data published by the FEGA, in this PAC campaign 2015 have been registered in Spain 842.353 applicants, of which 354.074, the 42% of the total, are included in the Small Farmers Regime (RPA).
The Valencian Community is the one with the highest percentage of applicants in this scheme, with a 72%. The opposite end is Cantabria, with only a 12% applicants in the RPA. A large majority of communities have between a 40 yet 50% applicants in the RPA, as is the case of Andalusia.
The Small Farmers Regime is one of the novelties presented in this new period of the CAP, and presents great advantages for those recipients of aid who, in this campaign 2015, will receive a payment amount that does not exceed 1.250 euros. Participation in the RPA represents an important simplification and facilitates the procedures to collect direct aid from its beneficiaries., for the following reasons:
– They will be exempted from applying agricultural practices beneficial to the climate and the environment, receiving the payment corresponding to this regime.
– They may not be sanctioned based on the application of conditionality.
– They must not meet the requirements for determination as active farmers, except in relation to being registered in the registries (those that the competent authorities have arranged based on article 6 of the Regulation 852/2004), at the time of your request.
– The penalties provided for the incomplete declaration of the areas of all the parcels of the holding in the single application will not be applied..
– In successive campaigns from 2015, your one-time request will only consist of an annual confirmation to be able to receive said payment.
In the case of participants in this simplified regime, an amount of payments has been calculated that will be the total to be received for the campaign, and will replace those that must be granted in accordance with the Basic Payment scheme or through other decoupled and coupled aids. This amount will be the same as long as the beneficiary remains attached to the Small Farmers scheme.. The only requirement to be met, apart from not exceeding the 1.250 euros of direct payments received, is that during participation in the RPA, the number of eligible hectares corresponding to the number of rights activated in the year must be maintained 2015, and these will be considered activated rights for the entire period of participation in said regime
